Qingshan County is the closest county to Jinkou and was one of the first, besides Jinkou itself, to receive newspapers. Because the distance to Xihe Bay is similar to that of Jinkou County, and because it lies between Guangyuan and Xihe Bay, many traveling merchants would stop in Qingshan County for a rest.

These merchants spent money more generously than ordinary people, and their presence stimulated the local economy. The residents of Qingshan County either opened tea stalls or helped the merchants transport goods, and life was much better for them compared to before.

This made Qingshan County slightly more lively than Jinkou County. Although the Jinkou Daily had been in circulation for some time and the initial excitement had subsided, large numbers of people still gathered around the reading platforms every day to listen to the news, with many arriving from outside the city even before dawn.
