On the sea, a massive fleet of hundreds of fishing boats of all sizes, escorted by naval warships and speedboats, slowly approached the boardwalk. Each boat's deck was piled high with kelp, like small mountains.
To maximize their catch, many boats had their cabins overflowing with kelp, and the fishermen lived among the seaweed mounds.
