Power is a double-edged sword. Power itself is neither good nor bad; whether something succeeds or fails depends on the person who uses it.

For a wise emperor, a high degree of centralized power is actually a good thing, as a wise ruler can concentrate his efforts on great things.

Conversely, if the emperor is incompetent, too much power in the center is a bad thing.
