Jin Feng's chosen bases all had two things in common. First, they had to have mineral deposits within their territory, so that occupying the bases would provide a driving force for their continued development.
Secondly, it must be located near a river, at least by large boats and speedboats, so that troops can be transported quickly and mined minerals can be transported out by water.
For example, in Fengling County, which was occupied by Liu Tie, the county seat was only a few dozen miles from the Yellow River, and the mining area discovered by the technicians was only a dozen miles from the Yellow River.
