In any era, there are criminals sentenced to death. Especially in a harsh environment like this one, many people cannot survive and resort to desperate measures.
Some take to the mountains as bandits, while others become robbers. There are even cases where people, seeing their neighbors buy just a few pounds of millet during the day, would kill entire families at night, simply to steal that small amount of grain.
It sounds absurd, but it happens every day. Although the state sends batches of death row inmates to the battlefield as cannon fodder each month, the prisons in various states and counties are always full.
