The imperial decree was quite simple, consisting of only a few key points.
Article one: Starting this year, all taxes other than the agricultural tax will be abolished for all farmers in Dakang. The agricultural tax will also be reduced by fifty percent, to just half of last year's amount.
Furthermore, no local government officials are allowed to collect any taxes from farmers under any pretext. Any official found doing so will be dismissed and prosecuted.
