The reason why Michael hadn't created a normal cellphone without an infinite battery source was because he knew that the problem of recharging would be a tremendous undertaking to solve. First, he'd have to get everybody accustomed to the idea of electricity, and plugging things in to recharge them.

But to do that, he'd have to actually install electric lines in the place that he was going to sell phones in. But since he knew how hard it was to create a project that big, he deferred that to the future.

He wanted to conquer most of the Royal Continent first, so that he wouldn't have much trouble creating multiple electricity power generators all over the place. However, things had changed.
