Unaware of the silent changes happening on Earth, the leaders of the various factions on Earth began to tour the Inn guided by their holograms. All of the leaders had already been identified by the five families in the days leading up to the meeting, and had been given a non-interference order.
They could do as they wished as individuals, but only the five families would represent Earth and make appropriate decisions. This may seem like bullying, but the fact that they were allowed to come to such a place at all was generous in the eyes of the five families.
Besides, as Brandon put it, 'I'm a bully, what can you do about it?'. The answer was nothing.
