Lex asked with a frown. He didn't want to take any drastic actions on Earth, nor did he want to be responsible for any of them doing anything drastic either.
The reason he had shared this information was because he was sure he had a handle on things. Although killing a few prisoners on Earth was not hard, he did not want to find out how the organization that had been using Earth as a prison would react to such hostility.
