As a Level one honorary medal recipient from Black Sail, it would be unreasonable to go to another wizard organization as a foreign wizard. Duke's goal was merely to gain real combat experience while grinding his magic skill proficiency, without the need to take risks.
Participating in other wizard organizations' interdimensional wars involves too much uncertainty, making it easy for many problems to arise and not very prudent. Duke had another option, which was to use the witch array to simulate battlefields.
